On 18th January 2022, Councillors resolved to disband the Traffic & Transport Committee with immediate effect and refer strategic highways matters to full Council or to the Traffic Partnership meeting. Community Speedwatch would be moved under the Community Committee.
The justification for this decision was explained in the Agenda Report.
OPC continues to focus on local highways matters and works with other authorities aiming to achieve the best results for Odiham & North Warnborough, within the available resources. Past agendas and minutes can be viewed here .
Traffic Partnership Group
The (Odiham) Traffic Partnership Group (TPG) is a forum, sponsored by Odiham Parish Council and meets on a quarterly basis to discuss and progress issues including:
- transport
- road safety
- footpaths
- parking problems
- safety outside schools
- speeding
- road damage
- road closures
The TPG comprises of representatives from Hants CC, Hampshire Police, Mayhill School, Buryfields School, Robert Mays School, RAF Odiham, Hart DC, Dogmersfield Parish Council and all Traffic & Transport Committee members are invited to attend.
OPC will aim to publish a precis of each meeting on this page to keep residents informed on key discussion points.
Update from the Traffic Partnership meeting 19.02.22
Overgrown footpath from Chalk Pits to the Crown.
- HCC sent formal notice to landowner.
- HCC to ensure enforcement if matter not resolved.
Concerns of speeding:
- Crumplins Meadow including request to instal safe crossing point.
- Matter had been raised at planning stage but there was no accident data to support the need for a dedicated crossing point.
- OPC will position SID to gather data.
- B3349
- The RAF SID recently installed in this location reinforced speeding is an issue.
- HCC to investigate – repainting line markings, alterations to road junction, skid resistant surfacing, widening of central reserve and a review of the SID data collected by RAF.
Community Speedwatch – suggestion for different monitoring points.
- Police had risk assessed RAF junction on B3349 and close to Crumplins Yard and confirmed neither were suitable.
- The OPC SID had been relocated to the King Street during the Christmas break.
- 20 is Plenty Scheme in key areas
- OPC had already resolved to support this campaign and would upload information on OPC’s website when available.
- HCC confirmed the HCC Select Committee was due to discuss this on 27th January.
Parking hot spot areas
- Around Robert Mays School:
- The Police confirmed they were aware of local concerns and would continue to monitor the area at key times when able to do so.
- HCC would review the maintenance of the footpath.
- Buryfields Infant School

- Tunnel Lane
- Logs were due to be installed in the verges, as agreed by all parties and funded by OPC.
- Palace Gate
- Hart DC to request an extension of the double yellow lines to ensure access for delivery/refuse vehicles. This would include consultation with residents.
- The Bury
- OPC was already working with Hart DC campaigning for lowering the car park charges to 2021 levels as the increased charges were thought to be deterring people from parking in the dedicated car park.
Signage – Ford signage on Tunnel Lane
- OPC and HCC to express their concerns with this unnecessary signage and dissatisfaction on the expenditure.
