Odiham and North Warnborough Neighbourhood Plan 2025
The Odiham & North Warnborough Neighbourhood Plan was made when adopted by Hart District Council on 24th April 2025.

Referendum
The referendum for the Neighbourhood Plan Review was held on Tuesday 25 March 2025.
For the plan to pass the referendum, more than 50% of the votes must be in favour of the plan.
A total of 576 votes were recorded: 545 voted ‘yes’ (95%), 30 voted ‘no’ (5%) and 1 vote was rejected for technical reasons.
As the majority of votes were in favour, the plan has successfully passed the referendum and now forms part of the development plan for Hart district within the Odiham Parish area.
Following the positive referendum result, the Council formally ‘made’ the Neighbourhood Plan Review on 24 April 2025.

History of Neighbourhood Plan review
Having an adopted Neighbourhood Plan is important. It sets out the vision, objectives and policies by which the Parish will manage future sustainable development, enables residents to shape land use in line with what matters to residents and to preserve the rural nature of the parish.
The first Odiham and North Warnborough Neighbourhood Plan PDF was adopted into planning law in 2017 following a formal referendum among electors in the Parish. It covers the period 2017-2032 and about half of the new housing foreseen in the Plan’s lifetime has already been delivered. The Plan was produced by local volunteers and a professional consultant with the support of and on behalf of the Parish Council. Locally derived evidence July 2016 PDF
Recognising best practice, the Plan is now under review to ensure it remains current and robust enough to continue to stand up to challenge. Following professional guidance and set out in The Odiham and North Warnborough Health Check October 2023 , the review is a limited review which means many of the proposed changes are factual or technical in nature to comply with latest legislation or to reflect other initiatives such as Asset of Community Value registrations.
The updated Plan drafted by the Review Group was agreed by Odiham Parish Council on 18th June 2024 (Draft Local Plan agreed by Odiham Parish Council 18.06.24 PDF) and submitted to Hart District Council for the Regulation 16 stage.
Hart District Council undertook consultation on the Submitted Neighbourhood Plan for comment for a period of eight weeks. This ran from Monday 22 July to 4pm Monday 16 September 2024.

Hart District Council’s Response to the Examiners questions PDF
The Examiner’s Report PDF was issued on Friday 13th December and considered by Odiham Parish Council on 17th December. The Council resolved to proceed with the review of the Plan and amend it in accordance with the Examiner’s comments before forwarding it to Hart for cabinet approval and then referendum.
At its Cabinet meeting on 6 February 2025, Hart District Council accepted the Neighbourhood Plan Examiner’s recommended modifications to the Neighbourhood Plan and agreed that the Neighbourhood Plan should proceed to local referendum on Tuesday 25 March 2025. See Hart’s Decision Statement PDF.
